The main factors that hinder the development of agro-tourism clusters were considered, and the ways to solve the existing problems were proposed. The authors have analyzed and determined the recreational and tourist clusters with a specialization in rural tourism created in the course of the implementation of the Target Federal Program &amp;laquo;Development of Incoming and Inland Tourism in the Russian Federation for 2011-2018&amp;raquo;.
