Socially oriented tourism is a sector of tourism, the functioning of which is aimed at uniting the interests of the individual, the state and society by meeting the needs for tourism services for the purpose of health improvement, upbringing, education, regardless of the social status and material well-being of consumers through budgetary and other sources of financing. Playing a significant role in ensuring the social well-being of the population and fulfilling the most important economic tasks, this tourism sector has not yet found a place in the emerging system of national planning. Socially oriented tourism does not have clearly defined development vectors and is not considered as a single system with its own specific characteristics. The purpose of this study is to develop a conceptual framework for the development of socially oriented tourism. The study proves the need for strategic management of the development of socially oriented tourism as a single integrated system. The authors demonstrate the importance of socially oriented tourism and its relationship with the achievement of national goals is shown. They also consider the place of the Strategy for the Development of Socially Oriented Tourism in the system of regulatory support for strategic planning. Some problems in the functioning of the socially oriented tourism sector were identified, which should be taken into account when developing strategic directions for development. The article presents the developed concept for the development of the socially oriented tourism sector in the Russian Federation and the model of strategic planning for the development of the socially oriented tourism sector.
