The purpose of the assessment was to determine advantages and disadvantages of the Institution concerning construction quality, and to identify the ways of improving the provision of non-state services in this area. The algorithm of project documentation assessment in construction was worked out. The analysis of the Institution&amp;rsquo;s reports about housing projects was realized. The description of main criteria for project documentation assessment was formulated. According to the analysis of activity of the experts engaged in building control, criteria for assessing the quality of construction objects were specified. The article proposes a description of five stages of inspection of buildings, containing the purpose of each stage, which is particularly important not only at the stage of construction, but also at the stage of its operation. The article contains a conclusion that construction quality assessment during each separate stage of the life cycle of housing projects is a specific sequence of actions; it is a set of evaluation criteria, a special procedure of reports preparation.
