THE DEVELOPMENT STRATEGY OF TOURISM IN THE CONTEXT OF INNOVATION REFORMS OF SOCIO-ECONOMIC ENVIRONMENT (ON THE EXAMPLE OF BELGOROD REGION)

The article highlights some structured selected factors driving and constraining the development of outbound, domestic and inbound tourism at the regional level. The article discusses the need to develop and implement the strategy of development of regional tourism by introducing programs aimed at promoting domestic tourism. Greater exposure of tourism to the impact of external and internal factors reduces the objectivity of strategic planning in travel businesses. There is a need to monitor the trends of changes of the tourist market and strategy development management as a tool for sustainable development of the industry and the region as a whole. The author determines the strategic development of some promising tourism destinations in Belgorod Region on the basis of the existing tourism potential based on regional opportunities posed by climatic, cultural and economic characteristics, that will improve the quality of life in the region.
