Development of multifunctional centers of state and municipal services in 2007-2018 and their integration with e-government
The article discusses the activities of the multifunctional centers specializing in the provision of state and municipal services in 2007-2018.Their peculiarity lies in the so-called principle of "one window", when after a single application of the applicant, the MFC independently interacts with the bodies responsible for decision of particular issues. The applicant does not participate in this interaction. The greatest interest for this study is the problem of integration of the MFC with the e-government system. Over the past two or three years, there have been not so many works on the integration of the MFC with the e-government system, despite the fact that this institution is constantly developing and progressing (in particular, the latest legal acts are being approved). These considerations determine the relevance and problem of our study. Based on the above, the purpose of the research is to study the dynamics of the development of multifunctional centers in 2007-2018 and identify the processes of their integration with e-government. The article proposes to divide the development of MFCs in Russia into three stages: 1) 2005-2010 – the emergence of the MFC, the formation of the basic legal framework for its functioning at the level of the organization that provides advice on state and municipal services and the provision of the most basic services; 2) 2011-2013 – reduction of administrative barriers and expansion of the list of public services; 3) 2014-2018 – expansion of MFC activities throughout the country, building and clear centralization of its offices throughout the country, a huge expansion of the list of services, the emergence of mobile offices and flagship centers with a wider range of services. The main problems for which the MFC was created were solved: there are fewer queues, the time to receive the service was significantly reduced, and the level of public confidence in the government was increased. Thus, it was possible to establish the purpose of the MFC in the system of public administration and e-government: the MFC is an integral element of e-government. Registration of citizens on the Unified portal of public services, the issuance of paper copies of electronic documents, the provision of services to citizens that cannot be obtained via the Internet, also allow us to conclude that the multifunctional center is a physical institution for the interaction of electronic government and citizens.
