Topical issues of developing a strategy for the socio-economic development of tourist and recreational regions (on the example of the resort city of Sochi)

The article is devoted to understanding the problems arising in the process of developing strategies for the socio-economic development of tourist and recreational regions and municipalities through the prism of the national development goals of the Russian Federation for the period up to 2030. Using the example of a comparative analysis of the strategies of Anapa, Yalta, Novorossiysk and Sochi, special attention is paid to the specifics of resort cities. This is the need for a complete spatial analysis of the tourist and recreational potential of the territory in the context of all types of resources, ensuring their monitoring in a strategic perspective with a view to sustainable development and maintaining a balance of interests of tourists and local residents; access to a comprehensive vision of regional tourism products and its structure for the purpose of possible subsequent formatting, taking into account external and internal factors; the diversified nature of the tourism sector of the economy; consolidation of interests, plans and actions of all owners of the territory. The authors conclude that the strategizing of the territory in the current conditions is impossible without a platform approach and the implementation of the concept of «smart resort city». In carrying out the research, along with general scientific methods, comparative analysis, systemic, interdisciplinary and structural-functional approaches were used.
