THE PROBLEM OF FORMATION AND MANAGEMENT OF INTELLECTUAL POTENTIAL IN THE MODERN HIGHER EDUCATION INSTITUTION AS A SYSTEM PHENOMENON

In the conditions of the competition in the market of educational services, one of the key components in the management of a higher education institution belongs to the effective management of intellectual potential for the purpose of formation of effective organizational and economic mechanisms of enhancement of the intellectual capital. The specific character of the higher education institution work on management of intellectual potential is that the institution itself is the operating component as the potential of subjects of professional activity in the field of education. The higher education institution requires competent employees able to flexibly react to changes of economic, political, and social factors of society.
