Methodology for assessing local markets in the context of interregional socio-economic differentiation

The development of society and the economy is impossible without positive transformations of local markets as a system of providing the needs of the population and production structures with goods and resources, organizing exchange, taking into account the changing requirements of consumers. In order to form a management system adequate to the new conditions for the development of local markets, a modern apparatus for assessing their trends and condition is needed. The existing methods of assessing local markets do not provide the necessary tools for the existing analytical and management tasks. This necessitates the development of a comprehensive methodological platform for measuring the parameters of the development of the local market. A systematic approach is applied to the consideration of local markets, the selection of criteria and indicators for their assessment as the most important element of the regional socio-economic system. Using the method of factor decomposition, the author develops the architecture of the parameters of the evaluation apparatus for measuring the level of development of local markets. The author also developed a two-level methodology for assessing the development of local markets, consisting of three components (blocks of evaluation indicators): scale and accessibility, spatial organization, and the effectiveness of the functioning of the local market. The presented methodological approach allows us to accurately assess the compliance of the existing level of market development with the needs of the economy and the population, the quality of the urbanized environment, the competitiveness of the spatial model and the parameters of market density, the effectiveness of realizing the potential of local market participants and their impact on the environment.
