The article presents data on the studies of the dynamics of inbound and domestic tourism in Russia during the Ukrainian crisis. The author analyzes the Federal Target Program “The Development of Domestic Tourism in the Russian Federation (2011-2018)”, The Strategy of Tourism Development in the Russian Federation for the period up to 2020, The State Program of the Russian Federation "The Development of Culture and Tourism" for 2013-2020. The purpose of the work was to study the effect of the Ukrainian crisis on the incoming and domestic tourism in the Russian Federation, and to study the areas and the number of tourist flows in the Russian Federation. The main methods of the study included the monitoring of the tourist market, the assessment of potential volume of tourist flow and its structure, the assessment of the structure and content of tourism product with due regards to the needs of the target group of consumers and the country's capacity, the content analysis. A wide range of tourist and recreational resources in the Russian Federation allows us to develop almost all types of tourism, including recreational (beach-related rest), cultural, educational, business, active, health and eco-tourism, as well as sea and river cruises, rural tourism and others. Due to the economic and political crisis in Ukraine which started in March 2014, the study of changes in the tourist industry of Russia is particularly relevant. The study reveals a positive trend in tourist flows within the country and highlights the changes of tourist arrivals in the Russian Federation.
