CLUSTER APPROACH AS A TOOL FOR THE DEVELOPMENT OF RURAL TOURISM IN THE RUSSIAN FEDERATION
In the paper, the cluster approach to the organization of rural tourism in the Russian Federation as a tool for increasing the competitiveness of the regions was studied, and foreign experience in the creation and development of tourist clusters was analyzed. The main factors that hinder the development of agro-tourism clusters were considered, and the ways to solve the existing problems were proposed. The authors have analyzed and determined the recreational and tourist clusters with a specialization in rural tourism created in the course of the implementation of the Target Federal Program «Development of Incoming and Inland Tourism in the Russian Federation for 2011-2018». The authors have also explored the mechanism of public-private partnership of this Target Program for the creation of autotourism and recreational and tourist clusters, each constituting a major investment project.
