Implementation of economic measures to support tourism at the regional level (on the example of the Republic of Mordovia)
The article explores the practice of implementing economic measures of state support to the tourism industry at regional and municipal levels in the context of achieving strategic objectives set for the sector until 2030. The example of the Republic of Mordovia provides a detailed analysis of financing mechanisms and instruments available to participants in the tourism market. The activities of relevant ministries and institutes for development of the republic (on the part of the Ministries of Economy, Trade, and Entrepreneurship; Agriculture and Food; and Social Protection, Labor, and Employment, as well as specialized institutions such as the My Business Center and the Competitiveness Center of the Republic of Mordovia) on raising federal funds and distribution of subsidies. Special attention is paid to the results of grant support for community initiatives and projects on the creation of modular non-capital accommodation facilities. The paper provides an analysis of a broad spectrum of support measures, ranging from direct subsidies for infrastructure development and preferential microloans to non-financial (non-monetary) support, agritourism grants, and social contracts. It also identifies prospective initiatives, among them a proposed subsidy scheme for tourist services for large families and a draft legal act concerning tax preferences. The authors draw attention to the problem of information openness of authorities as a necessary condition for the availability of state support, as well as the lack of municipal measures to support the tourism sector. There is a strong potential for introducing a tourist tax as a source of financing for infrastructure development at the local level.
