Methodology for assessing the infrastructure readiness of the regional economy for the development of electric road transport
The article is devoted to the development and testing of a methodology for assessing the infrastructure readiness of regions for the development of electric road transport. The relevance of the study is due to the high territorial distinction between the processes of electromobilization in the Russian Federation and the discrepancy between the growth rates of the electric vehicle fleet and the capabilities of the transport, energy and digital infrastructure of the regions. In the context of the implementation of federal programs to support electric transport, the need for tools to comprehensively assess the sustainability of infrastructure development and justify modernization priorities is growing. The purpose of the study is to form an integral indicator reflecting the ability of the regional transport and economic system to ensure the sustainable development of electric road transport without the emergence of infrastructure and energy restrictions. The paper proposes an author's index of infrastructure readiness, based on the connection of transport-infrastructure, energy, digital and institutional-investment blocks of indicators. The calculation methodology includes the normalization of the initial data, the formation of subindexes and their weighted combination, taking into account regional specifics and scenarios for the development of electromobilization. The empirical base of the study was made up of official statistics, materials from government bodies, industry analytical reports and the results of expert assessments. Approbation of the methodology on the example of the Kaliningrad region revealed the presence of infra-structural imbalances associated with limited energy supply and insufficient digital integration with a relatively twisted network of charging stations. The results confirm that the use of the integral index makes it possible to identify bottlenecks in the development of electric road transport, compare alternative scenarios and use the index as a tool to support management and investment decisions at the regional level.
